The Ministry of Industry and Information Technology's 15th Five-Year Plan for the Information and Communications Industry sets a target of 1 million 50G-PON ports in China by 2030, compared with about 20,000 in 2025, a 50-fold gap. This is the first time 50G-PON has been included as a quantified target in a national five-year plan, and the article reviews its commercialization progress and obstacles.
C114 News, September 29 (Yue Ming) - The 15th Five-Year Plan for Information and Communications Industry Development, issued by the Ministry of Industry and Information Technology, sets out 13 key targets, one of which is for China to reach 1 million 50G-PON ports by 2030. The figure stood at 20,000 in 2025.
A 50-fold increase. This is the first time 50G-PON has been included in the quantitative target system of a national five-year plan. For a technology path that has gone through seven years of standardization, it means a relatively certain development goal.
But a clear goal does not mean the road is free of obstacles. Where do 50G-PON's technical standard maturity, supply chain readiness and commercial scenario exploration currently stand? Judging by what the industry said at the 27th China International Optoelectronic Exposition (CIOE 2026), the answer is layered: the targets and standards are clear, and the technology and components are up to standard; what is holding things back is cost and demand.

Policy and standards: the anchor is set
In 2025, the Ministry of Industry and Information Technology launched nationwide trials of 10-gigabit optical networks. One year later, the results are in.
Ao Li, vice president of the China Academy of Information and Communications Technology, said at CIOE 2026 that 136 10-gigabit optical network trial projects were completed nationwide in 2025. These trials were the first to deploy frontier technologies such as 50G-PON ultra-broadband optical access, coordinated FTTR and Wi-Fi 7, and optical network and AI convergence, incubating innovative business applications including cloud PCs, cloud gaming, industrial optical quality inspection, AI ultra-high-definition surveillance, intelligent computing model training and inference, and integrated sensing and communication.

·Standards refined, metrics validated
In Ao Li's view, the 15th Five-Year Plan has reset the tone for 10-gigabit optical networks, shifting from "10G launch" to "gigabit upgrade, quality improvement, and 10G-led development."
He outlined three levels for "10 Gigabit leadership": continue leading large-scale deployment and applications, exploring mature, replicable scenarios with a viable commercial loop; continue leading the development of the industrial system, achieving breakthroughs and scaled mass production in optical components, modules, optical fiber, and chips, with sufficient cost-effectiveness; and continue leading the improvement of supporting capabilities, keeping network terminals, user terminals, and standards systems ahead globally.
Industrial development starts with standards. The core international (ITU-T) and domestic (CCSA) standards for 50G-PON have now all been completed. ITU-T launched the project in 2018 and subsequently advanced the physical layer, TC layer, and coexistence layer. The first edition of the G.9804.3 series of standards was released in 2021, an amendment adding symmetric 50G-PON specifications and three-generation coexistence capability was approved in 2022, and the system was completed in 2023. Domestically, CCSA began requirements studies in 2020 and has since published standards covering the physical layer, TC layer, modules, and testing methods.
Beneath the standards, key metrics have passed both laboratory and live network validation: a symmetric C+ power budget was achieved; built-in wavelength combining enabled three-generation coexistence of G/XG(S)/50G, as well as coexistence of 10G-EPON and 50G-PON, three-generation coexistence of narrow-band EPON, and three-generation coexistence of time-division EPON series with 50G-PON; single-mode/multimode system performance met expectations, and symmetric/asymmetric single-system throughput approached theoretical values in laboratory validation; and mixed networking of symmetric/asymmetric ONUs enabled efficient transmission.
·Operators reach a consensus
"The 50G-PON industry chain has also matured further," Ao Li said. His assessment covers three dimensions: improved performance and capacity of high-power transmitter components, continuously improving performance of high-sensitivity receiver components, and steadily stronger module design and R&D capabilities. "Basically, they can all meet the needs of large-scale 50G-PON deployment."
At the 10G Optical Access: AI+ Intelligent Upgrade and Applications Forum, held alongside CIOE 2026, technical experts from operators, optical access equipment makers and optical module vendors focused on progress across the 50G-PON industry chain. The guests were largely in agreement: 50G-PON has already "passed" on the technology side, and the remaining issues center on cost, power consumption, yield and demand pull.

Wang Guangquan, Chief Engineer, China Unicom Research Institute
In the presentation by Wang Guangquan, Chief Engineer at the China Unicom Research Institute, 50G-PON was treated as an existing bandwidth condition rather than a technology that still needs to be proven. Zhang Dechao, Deputy Director of the Basic Network Technology Research Institute at the China Mobile Research Institute, was more explicit: for mainstream optical network technology iteration, both 50G-PON and the FTTR industry have matured, with current efforts focused on fine-tuning.
China Telecom Research Institute optical access network center director Zhang Dezhi said that after more than two years of technical research, China Telecom has worked with the industry to solve the challenge of upgrading the massive installed base of EPON terminals to 10 Gbps. The core ASIC chips, optical modules and components for 50G-PON are now fully mature and ready for large-scale deployment, while unified terminal products have achieved commercial readiness, with large-scale deliveries expected in 2027.

Latest 50G-PON Products Take Center Stage
According to incomplete statistics from C114, optical component, module, chip and system solution vendors including Accelink Technologies, Guangheng Communications, Changcore Bochuang and ZTE showcased their latest 50G-PON product solutions at the event. Tri-mode coexistence 50G-PON Combo OLTs became one of the mainstream formats among 50G-PON exhibits at this year's CIOE.
·Tri-Mode Combo Products Appear on Multiple Booths
Among them, Accelink Technologies' Tri-Mode 50G PON Combo OLT optical module supports 50G, XGS/XG and GPON simultaneously. Housed in a QSFP-DD package, its transmitter uses in-house 50G EML+SOA optical chips, meeting the high transmit power requirements of ITU-T G.9804.3.
Sichuan Guangheng Communications, a subsidiary of YOFC, presented a 50G Combo PON OLT OSA (Tri-mode) that integrates 50G PON, XG(S) PON and GPON in a single optical assembly, in strict compliance with ITU-T G.9804.3.
Changxin Bochuang presented a tri-mode SFP-DD symmetric OLT optical transceiver module that integrates the functions of GPON, XGS-PON, and 50G-PON OLT optical transceivers in a single SFP-DD device, fully compliant with ITU-T G.984.2, ITU-T G.9804.3, ITU-T G.9807.1, and the SFP-DD MSA standard.
Chip-level support is keeping pace. Xiamen Ufine Semiconductor Co., Ltd. showcased the UX2086, a low-power TIA solution designed for 50G-PON ONU receivers; the UX3387 transceiver chip for 50G-PON asymmetric OLT and HSPON OLT modules; and the UX3370, which enables single-chip integration of optical transceiver functions for 25G PON and 50G-PON asymmetric ONU scenarios. Wuhan Guoke Guangling Semiconductor Technology Co., Ltd. exhibited an EML chip integrating a semiconductor optical amplifier (SOA), using monolithic integration technology and targeting 50G-PON OLT applications.
ZTE's products point in a different direction. Its new-generation AI OLT is built around 50G-PON technology and deterministic networking capabilities, with a built-in intelligent computing board using a CPU+NPU heterogeneous computing architecture and computing power above 100 T, creating an integrated system that coordinates devices, edge, and cloud. ZTE says the platform's computing power will evolve to the P level by 2027.
· Yield challenges cannot be overlooked
Lin Tao, marketing director of Accelink Technologies, detailed the evolution of 50G-PON optical components at the 10G Optical Access Forum: the first generation in 2023 was mainly asymmetric; SFP-DD miniaturized optical components were developed in 2024; and the third-generation symmetric solution will be gradually realized starting in 2026.
"50G-PON OLTs are dominated by tri-mode SFP-DD symmetric designs; ONUs are mainly asymmetric in the early stage, with symmetric introduced as needed; and the architecture is dominated by the BOSA solution to reduce costs," Lin Tao said. He noted that the deployment path has entered a convergence phase, but the symmetry specifications have not yet converged - symmetric upstream offers two options, C+ and C+B, essentially asking "whether you want higher sensitivity or higher ONU transmit power at the same link budget."
Using a mature 10G Combo OLT as the baseline (production line yield above 97%-98%), he identified three core challenges for tri-mode 50G-PON: poor platform reuse, with each customer making different selections and no unified PCB or solution; difficult component selection, as the shift from single-chip EML/APD to EML+SOA raises the difficulty of base materials at higher rates; and difficult coupling, since a 10G Combo is a four-port device while 50G-PON is a six-port device, and production is essentially a constant struggle with transmit optical power and sensitivity. He said plainly that the coupling power budget is the main factor limiting mass-production yield for miniaturized tri-mode OLTs.
Zhang Dezhi added the other side of the ledger: the biggest pain points for current equipment are high cost and power consumption. Going forward, cost and power can continue to be reduced through DML-based implementation and DSP architecture optimization, further expanding the room for large-scale adoption of 50G-PON.
AI: both a pull and a squeeze
Ao Li stressed that the key to 10G optical networks lies in applications, and network construction should be driven by application demand. Under the 15th Five-Year Plan, 10G optical network deployment will be led by pilots, gradually extending from residential communities, factories and industrial parks to commercial buildings, campuses, hospitals and other scenarios. City-wide pilots for 10G cities will be carried out to advance the deployment of 50G-PON networks with 10G access capability from individual points to broader coverage.
It is a well-known reality that domestic telecom operators have hit a revenue growth plateau in recent years, with capital expenditure declining year after year. Without clear market demand, operators have little incentive to invest heavily in upgrading to 10-gigabit optical networks. Precisely for this reason, the significance of AI development for 50G-PON became a topic repeatedly raised at this forum.
·Token Business Applications
Zhang Dechao, deputy director of the Basic Network Technology Research Institute at China Mobile Research Institute, said the explosive growth of AI services has become the core driver of optical network evolution. Token operations have fundamentally reshaped optical network traffic models: the asymmetric traffic pattern dominated by downstream traffic in the gigabit era has been broken, with upstream traffic now accounting for 40%-50% of the total and symmetric bandwidth becoming mainstream.

Zhang Dechao, Deputy Director, Basic Network Technology Research Institute, China Mobile Research Institute
Huawei chief optical access architect Zheng Zongzhao offered a more forward-looking view: Agent penetration will reach 75% over the next five years, and guaranteeing user interaction experience will require deterministic low latency and higher upstream bandwidth. To safeguard Token service channels, he proposed differentiated guarantees spanning the device side, OLT side and cloud side, combined with 50G-PON and Wi-Fi 7/8 upgrades to build a new network foundation.
Zhang Dechao cited data showing that AI inference traffic will account for 25% of total traffic by 2035, driving an increase of more than 63% in overall network traffic. The ubiquitous connectivity of massive numbers of AI agents presents the access network with three major challenges: high upstream bandwidth and high concurrency, real-time compute scheduling, and sensing and quality improvement of massive heterogeneous data.
·Industrial Applications
Industrial scenarios are another clear deployment direction. Zhang Dechao said industrial intelligence imposes hard requirements on the access network for millisecond-level low latency, high reliability and dynamic networking, forcing a comprehensive upgrade of optical access networks. Industrial PON is growing at an average annual rate of 14.8%, continuing to replace conventional industrial Ethernet. Compared with standard PON, industrial PON strengthens three core capabilities: integrated sensing and communication, deterministic transmission and unified management and control. According to Wang Zhijun, a technical expert at FiberHome Technologies, the company has completed pilot applications of 50G-PON-based intelligent video inspection and a 10G environmental protection private line monitoring system at a 10G factory in Yuxi, Yunnan.
However, Xuan Chuanwu, deputy general manager of Jiangsu Hengtong Photoelectric Co., Ltd., stressed that industrial scenarios require highly stable latency. He noted that industrial enterprises need end-to-end latency at the microsecond level, clock synchronization at the nanosecond level, and bandwidth of 10G. The company has already built a 10G optical cable factory in Jiangsu. Its assessment is that 50G-PON still needs alignment and refinement in industrial control protocols.
Currently, in industrial PON application scenarios, China Mobile relies on an FTTR+RFID converged solution. A separate transmit-receive architecture improves identification accuracy and enables meter-level high-precision positioning, supporting industrial applications such as equipment inventory, anomaly alerts and intelligent navigation. Its innovative Combo PON/Combo FTTR dual-channel technology supports smooth evolution to 10G/50G-PON and enables dedicated low-latency channels with dual link protection. An ITU standards work item has already been initiated.
·Potential AIDC applications
In his remarks, Lin Tao also shared new application scenarios for PON in AI data centers, mainly involving out-of-band management, which carries control signals such as management interfaces, reboots and backups, with relatively small traffic volumes. The conventional approach deploys a serial console switch at the top of the rack, connecting each server with network cables, with the switch occupying 1U of rack space. The PON solution adopted by Meta uses OLT + passive optical splitters + two-stage splitting + top-of-rack ONUs, with each ONU converting to serial links to connect downstream servers. The benefits include space savings, a major reduction in cabling, a shift from P2P to P2MP at the central office, and reduced equipment and footprint.
According to this industry expert, as the North American market begins deploying AIDC PON solutions, the related products are expected to become standardized and be replicated in global markets. If this path proves viable, it will open up a new deployment scenario for PON beyond access networks.
Notably, Lin Tao also offered a sobering observation: "AI is diverting upstream substrate capacity and carriers' capital expenditure structures. No one is willing to spend money, capacity, or R&D investment on PON-related technologies anymore. Basically, everyone is going all in on AI, and this is a practical obstacle to the development of 50G-PON." This means that AI is both creating demand for optical access networks and crowding out and competing for upstream capacity and capital.
·Generational pressure comes into focus
At the same time, the time pressure of generational competition is becoming apparent. 200G-PON has quickly captured the industry's attention and is compressing the window for 50G-PON. China Mobile is already advancing a PS-IMCD probabilistic shaping coherent detection architecture, paired with PAM4 modulation, new pilot signals and AI compensation algorithms, to provide a technology roadmap for 200G-PON industrialization. FiberHome is also undertaking a key Ministry of Industry and Information Technology R&D program related to 200G-PON. In other words, the window for 50G-PON is being sharply compressed.
Looking ahead, 50G-PON is moving beyond its single identity as a bandwidth technology to become a carrier of composite capabilities, such as integrated sensing and communications and compute-network convergence. This means that future 50G-PON sales will no longer be about ports and bandwidth, but about SLAs and service capabilities.
Judging from the consensus voiced by the industry at CIOE 2026: the standards are complete, the technology has passed muster, the components are mature, and 136 pilot projects have already tested the application scenarios. Three things remain urgently needed: bring costs down, raise yields, and, against a backdrop of shrinking carrier capital expenditure year after year and industry resources shifting toward AI, find enough scenarios that customers are willing to pay for.
